The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) announced that the Megawide-GMR Consortium emerged as the lowest bidder out of the five firms which bid for the Engineering, Procurement and Construction (EPC) of the Clark International Airport expansion project.
The financial proposal of Megawide-GMR Consortium amounted to Php9.36 billion besting the proposals of China State Construction Engineering Corporation Limited, China Harbour Engineering Company Limited, Sinohydro Corporation Limited, and the consortium of Tokwing Construction Corporation and China Machinery Engineering Corporation.
However, Megawide-GMR Consortium’s proposal is still subject to thorough review and post-qualification by the Special Bids and Awards Committee (SBAC).
Meanwhile, the International Finance Corporation-World Bank (IFC-WB), the acting lead transaction adviser to BCDA in the conduct of the bidding activities for the Clark International Airport expansion project, announced that none among the bidders which submitted the eligibility documents is included in the list of debarred firms of the World Bank.

The Clark International Airport new terminal building is envisioned to accommodate an additional 8 million passengers per annum. The expansion project also involves the construction and installation of all required associated facilities—both landside and airside, to support operations of the new terminal.
The new terminal building will break ground on December 20, 2017 at the Clark Civil Aviation Complex in Pampanga.
The Clark International Airport is set to be Asia’s next premier gateway and complements other big-ticket projects of BCDA in Central Luzon under the Build Build Build Infrastructure Program, such as the Subic-Clark Cargo Railway, and the New Clark City—a smart, green, and modern city that will rise within the Clark Special Economic Zone located at Capas and Bamban, Tarlac.
